San Gabriel City Council approves 73-unit senior affordable housing project

San Gabriel is set to enhance its affordable housing landscape with the approval of a new senior apartment complex. During the Design Review Commission meeting on November 25, 2024, the commission reviewed plans for a 73-unit residential development at 405 South Delmar Avenue, which will be entirely dedicated to affordable housing for seniors.

The project, which spans approximately 70,000 square feet, includes 62 on-site parking spaces and around 8,700 square feet of common open space. It received necessary entitlements, including a general plan amendment and a density bonus, which allows for increased height and reduced setbacks compared to standard zoning regulations. Specifically, the project will feature a height allowance of 41 feet instead of the typical 35 feet for R3 zones, and it will have reduced side setbacks of 5 feet.

The city council approved the entitlements for this project on November 19, 2024, following a recommendation from the planning commission. The design review process is a critical step in ensuring that the project aligns with the city’s goals for affordable housing and community development.

The development is designed to cater to low-income seniors, with units priced between 30% to 60% of the area median income. The project aims to promote fair housing and provide high-quality living spaces for its residents. Environmental reviews confirmed that the project meets the necessary standards under the California Environmental Quality Act, qualifying for an exemption specifically for affordable housing projects.
