The Maryland State Board of Education and the Maryland State Department of Education (MSDE) are advancing a comprehensive multiyear strategic plan aimed at transforming public education in the state. During a recent meeting held on May 16, 2023, officials outlined the plan's development, which is structured in three phases and is set to culminate in June.
The strategic plan is a response to the educational challenges exacerbated by the COVID-19 pandemic, particularly the persistent opportunity and achievement gaps affecting historically underserved groups. The need for a strategic approach is underscored by the recognition that simply returning to pre-pandemic norms is insufficient. The plan aims to align educational priorities and goals to ensure that all students receive a quality education.
The first phase of the plan was initiated in October 2022, focusing on establishing the mission, vision, values, and priorities of the strategic framework. This was followed by a second phase in February 2023, which refined the initial components and introduced metrics for measuring success. The finalization of these phases, along with the identification of flagship programs and initiatives, is expected by June 2023.
Looking ahead, the MSDE plans to implement the strategies outlined in the strategic plan after July, emphasizing continuous improvement through ongoing stakeholder engagement. This proactive approach aims to ensure that the educational system in Maryland not only recovers from the pandemic but also evolves to meet the needs of all students effectively. The strategic plan represents a significant commitment to enhancing educational outcomes and addressing long-standing disparities within the state's school systems.
