The Maryland State Board of Education convened on August 22, 2023, to discuss updates on the implementation of various educational initiatives under the Blueprint for Maryland's Future. The meeting was led by the State Superintendent, who was joined by Phil Lasser, the executive director in the office of the state superintendent.
The primary focus of the meeting was to review the annual updates to the Accountability and Implementation Board (AIB) comprehensive implementation plan, which organizes statutory initiatives and programs from the Blueprint into a single document. The first version of this plan was adopted in December 2022, and the board is now in its regular annual cycle of updates, with the latest revisions adopted just weeks prior to the meeting.
Lasser highlighted the five key pillars of the Blueprint: early childhood education, high-quality and diverse teachers and leaders, college and career readiness, increased resources for student success, and governance and accountability. Each update discussed during the meeting was organized according to these pillars.
One significant update under the first pillar, early childhood education, was the decision that the Maryland State Department of Education (MSDE) will not require pre-kindergarten teachers or teacher assistants to hold high-quality teacher certifications or to be pursuing these certifications until the 2027-2028 school year. This change aims to provide more flexibility in staffing early childhood education programs while ensuring that standards are met in the long term.
The meeting concluded with a commitment to provide ongoing updates on the implementation of the Blueprint initiatives, emphasizing the importance of continuous evaluation and adjustment to meet educational goals. The board plans to hold monthly updates to keep stakeholders informed about progress and upcoming events related to these initiatives.
