Freeport City Council approves $1.2M grant for home repair and accessibility program

The Freeport City Council took significant steps towards enhancing community housing during their meeting on March 3, 2025, by approving a resolution to pursue a grant for home repair and accessibility services. The council voted 6-2 in favor of engaging MSA Professional Services for $6,500 to write the grant application for the Illinois Housing Development Authority's (IHDA) Home Repair and Accessibility Program, which could provide up to $1.2 million in funding.

The initiative aims to assist low and very low-income homeowners in Freeport, defined as those earning less than 80% of the area median income. The program will fund essential health and safety repairs, as well as accessibility improvements, thereby preserving affordable housing and improving the quality of life for residents. Tara Walters, a Community Development Administrator with MSA, emphasized the program's potential to foster community pride and stability through increased homeownership.

The council discussed the urgency of the application process, noting that applications are due by March 14, 2025. Despite some concerns about the tight timeline, council members recognized the importance of the grant in addressing housing needs in the community. The program is designed to prioritize households with incomes below 50% of the area median income, ensuring that the most vulnerable residents receive assistance.

In addition to the grant discussion, the council approved a consent agenda that included financial reports and minutes from previous meetings. The meeting also featured service awards recognizing the contributions of city employees, highlighting the ongoing commitment to community service within Freeport.
