The Freeport City Council meeting on March 3, 2025, focused on a significant resolution to upgrade street lighting in high-crime areas of the city. The council approved a customer work agreement with ComEd for the replacement of 63 street lights at a total cost of $23,562. This decision follows a thorough review of crime statistics and lighting conditions in the city, aimed at enhancing public safety.
Director Darren Stegall presented the findings from a survey conducted with ComEd, which identified specific locations in need of improved lighting. The new lights will be 49-watt LED fixtures, similar to those currently used in downtown Freeport, and are expected to provide better illumination. The estimated increase in costs for the city will be approximately $5 per month for rental and upkeep, along with less than $3 per month per light for electricity.

During discussions, he emphasized the cost-effectiveness of the LED lights compared to solar options, stating that traditional ComEd lights would be about 50% cheaper over a 20-year period. He explained that while solar lights may be suitable for new developments without existing infrastructure, the current upgrade plan is more financially viable.
Council members expressed concerns about the brightness and effectiveness of the new lights. Stegall reassured them that the selected LED fixtures would provide sufficient illumination, with a lumen output of 18,000, which is among the highest available for this type of lighting.
The council's decision marks a proactive step towards improving safety in Freeport, with the upgraded lighting serving as a starting point for future enhancements. The meeting concluded with a motion to adopt the resolution, reflecting the council's commitment to addressing community safety through infrastructure improvements.
