Residents urge thorough traffic study for Loomis-Penryn apartment complex approval

The Loomis Planning Commission convened on February 26, 2025, to address pressing community concerns, particularly regarding a proposed high-density apartment complex and traffic issues affecting local residents.

The meeting opened with discussions centered on a significant project involving the construction of 40 units within a complex featuring 12 towers, located near the border of Loomis and Penryn on Penryn Road. Community members expressed their apprehensions about the project's potential impact, particularly concerning traffic congestion. Local representatives have engaged with various officials, including Assemblyman Joe Patterson and Senator Kevin Kiley, to advocate for mitigations related to the development.

A key point raised during the meeting was the inadequacy of the traffic study conducted for the project. Residents highlighted that the study estimated only 80 cars would be generated during rush hour from the 240 apartments, a figure they deemed unrealistic. Concerns were voiced about the timing of the study, which did not account for school sessions, and the absence of traffic signals at the complex's exit onto Taylor Road, which could exacerbate traffic issues in Loomis.

Following this, another resident, Sherry, brought attention to traffic problems on King and Bankhead Road, particularly after the installation of a stop sign. She reported increased noise and speeding, especially from drivers heading towards Sierra College. Sherry requested a traffic study for King Road and suggested lowering the speed limit to enhance safety for children in the area.

The meeting concluded with a call for further community engagement and the need for more comprehensive traffic assessments to address the concerns raised. The Planning Commission acknowledged the importance of these discussions and indicated that follow-up actions would be considered in future meetings.
