Maryland Excels launches FY26 Pre-K Expansion Grant application online

The Maryland State Board of Education convened on February 25, 2025, to discuss significant updates regarding early childhood education initiatives, particularly the Maryland Excells quality rating system and the pre-kindergarten expansion grant.

During the meeting, officials announced that the FY 26 pre-kindergarten expansion grant application has been released and is now available online for review and submission. This grant aims to support programs that maintain a quality rating of level 3 or higher under the Maryland Excells system, which evaluates licensed childcare programs, including centers and family childcare homes.

Maryland Excells currently has about 70% of licensed childcare programs participating, with 34% rated at levels 3, 4, or 5. Programs achieving these ratings are eligible for childcare reimbursement scholarships, which provide financial support to families. Notably, programs rated at levels 3, 4, or 5 receive increased reimbursement rates, incentivizing higher quality standards.

The meeting highlighted the distinction between Maryland Excells ratings and accreditation processes. While accreditation involves a comprehensive evaluation and is valid for five years, Maryland Excells offers a progressive rating system that allows programs to improve over time. This system encourages continuous development through resources and guidance aimed at enhancing program quality.
