St Louis County residents voice concerns over expanding gravel pit impacts

In a recent St. Louis County Board meeting held on March 11, 2025, community concerns regarding the expansion of a gravel pit in Alden Township took center stage during the public comment period. Sherry Zoff, a resident of Two Harbors, voiced her frustrations about the significant noise and dust pollution caused by increased truck traffic from the gravel pit, which is located approximately four miles down Fox Farm Road.

Zoff highlighted that the gravel pit, owned by Jack Blacks, has expanded beyond its original operational parameters established in 2015. Initially permitted for a maximum of 40 trucks, the current situation sees as many as 250 trucks traversing local dirt roads, creating safety hazards and environmental concerns for nearby residents and small businesses, including local berry farms. Zoff noted that the noise and dust issues have persisted, with truck activity beginning as early as 6 AM, disrupting the peace of the community.

Despite numerous attempts to engage with local officials, including filing complaints with the St. Louis County Planning Director and reaching out to county commissioners, Zoff expressed frustration over the lack of meaningful responses or changes to address the ongoing issues. She emphasized the need for enforcement of existing zoning ordinances that require the pit owner to control dust emissions and adhere to the conditions of the conditional use permit.

Zoff's appeal included requests for a traffic study and the implementation of speed limits on the dirt roads, which she argued are necessary to mitigate the dust and safety concerns exacerbated by the heavy truck traffic. She underscored that while the community recognizes the need for gravel, they are seeking reasonable limits to ensure their quality of life is not compromised.

The meeting concluded with the board acknowledging Zoff's concerns, with County Administrator Kevin Gray offering to discuss the matter further with her. The ongoing dialogue reflects the board's commitment to addressing community issues, although the path forward remains uncertain as residents await further action from local authorities.
