Hennepin County seeks approvals for new Southdale Library and art center project

The Edina Planning Commission made significant strides in enhancing community resources during its March 12, 2025, meeting, approving a variance request that will allow for the construction of a new library and art center. The commission unanimously supported a motion to approve a setback variance for a residential property, emphasizing the importance of improving neighborhood aesthetics and functionality.

The meeting also featured a public hearing regarding a conditional use permit, site plan, and building height variance for the Southdale Library and a proposed art center at 7001 York Avenue South. Hennepin County plans to replace the existing library and service center with a new 43,000 square foot library and a 16,000 square foot art center. This project aims to enhance community engagement by providing additional green space, sidewalks, and bike paths that connect to regional trails.

The proposed site, spanning 7.75 acres, is strategically located at the intersection of York Avenue and 70th Street West. The commission noted that the new development aligns with the community activity center designation in the comprehensive plan, despite being zoned for single dwelling units (R1). The project is expected to maintain the existing traffic flow and will not adversely impact public health or safety.

A key point of discussion was the building height variance, as the proposed structure will reach 59 feet, exceeding the R1 district's limit of 40 feet. However, the commission found that the variance is justified given the surrounding commercial developments and the existing library's height of 60 feet. The project is designed to fit harmoniously within the neighborhood, with careful consideration of landscaping and tree preservation.

The commission's recommendation to the City Council includes conditions to ensure compliance with the city's tree ordinance, which requires the preservation or replacement of trees on-site. This aspect of the project highlights the city's commitment to maintaining green spaces while accommodating new developments.
