Hollister City Council adopts community workforce agreement with Santa Clara and San Benito counties

Hollister City Council made significant strides in workforce development during its regular meeting on February 4, 2025, by advancing a community workforce agreement (CWA) aimed at enhancing local construction projects. The council unanimously approved the adoption of the CWA, which establishes a framework for equitable workforce development and social justice in public construction contracts valued at $250,000 or more.

City Manager Dave Marione presented the details of the CWA, highlighting its role as a pre-hire collective bargaining agreement that covers all labor organizations involved in construction projects. This agreement not only ensures uninterrupted work by prohibiting strikes and work stoppages but also outlines arbitration procedures for resolving disputes.

The CWA, which will be in effect for three years starting January 16, 2024, includes provisions for contractor responsibilities regarding wages, benefits, and the employment of apprentices from state-approved training programs. It emphasizes the importance of utilizing local resources and training programs, such as the TOPS program, to prepare individuals for careers in construction.

The council's decision to implement this agreement reflects a commitment to fostering a skilled workforce while supporting local businesses and promoting social equity.
