Frederick Health submits master plan for new mixed-use development project

In a recent Planning Commission workshop held on March 17, 2025, the focus was on the master plan for the Frederick Health Village, a significant development project covering approximately 93 acres in the northern part of Frederick City. The meeting featured presentations from key stakeholders, including representatives from Frederick Health and planning consultants, who outlined the project's vision and its implications for the community.

The master plan aims to create a mixed-use neighborhood that integrates residential and non-residential spaces, primarily focused on medical services. Bruce Dean, representing the applicant, emphasized that the project is designed to support the hospital's mission of providing healthcare services to the Frederick community. The plan includes conditional uses such as senior living facilities, a heliport, medical laboratories, and domiciliary care, all of which align with the hospital's objectives.

Chris Muriga from Harris Muriga and Associates detailed the project's infrastructure, highlighting the established road network that will facilitate access to the site. Key access points include Monoxie Boulevard and a proposed collector road that will connect various neighborhoods and enhance traffic flow. The plan also incorporates open spaces and parkland, meeting the minimum requirements set forth by city regulations. The integration of these spaces is intended to promote community engagement and provide recreational opportunities.

The Planning Commission received positive feedback regarding the proposed open space strategy, which has already been endorsed by the Parks and Recreation Commission. The project is expected to include a combination of public and private open spaces, contributing to the overall aesthetic and functionality of the neighborhood.
