Will Richardson of the Tahoe Institute for Natural Science discussed small-mammal research, recent detections of the Sierra Nevada red fox in several locations and the return of elk into parts of the Sierra. Richardson noted red fox photos from Incline Lake and Martis Valley and that researchers are working to confirm genetic identity where possible. He also warned that rattlesnake records in the Tahoe Basin were virtually absent before 2015 but have increased since; he cited recent detections around Donner Summit, West Shore and other high-elevation locations and urged awareness.

Ehlers said wolves naturally recolonized California from Oregon and, as of the end of 2024, CDFW’s minimum known count for the state was 50 wolves. “At the end of 24 we have a minimum estimated count of 50 across the state,” she said. In 2025 the agency had 14 collared wolves across four packs to improve monitoring and movement data.

Ehlers reviewed historical context and legal status: wolves were largely eradicated in the lower 48 by the early 20th century and are currently protected under the federal Endangered Species Act and the California Endangered Species Act. CDFW said it manages monitoring, research and conflict response in partnership with federal agencies, land managers and local groups.

The agency’s top management goals, Ehlers said, are to reduce livestock losses through nonlethal tools and to maintain up-to-date population information. “We’re really trying…to work on nonlethal tools to really help producers. White said CDFW is updating the statewide deer conservation and management plan and is developing an integrated population model that will combine aerial surveys, genetic mark–recapture from fecal DNA, game-camera data and GPS-collar survival and migration data to estimate deer populations and trends. “We just did this, in January 2025, and the results are pending. We did see less deer than previous years, but again results are pending,” she said.

White explained the methods in detail: aerial surveys in open, low‑tree‑cover hunt zones (noted as zones X7a and X7b near Truckee), distance sampling from helicopters, fecal DNA collection from 1–2 kilometer transects repeated over multiple visits, and use of game cameras to estimate fawn-to-adult ratios. She said the current multi-year genetic survey serves as a baseline (2016–2020 pilot; revisits through 2027) and that the integrated model aims to reduce the need for very intensive field sampling every year.

On chronic wasting disease, White said CWD was first detected in California in 2023 and that, to date, the state has four detections, all in the same area (Inyo and Madera counties). She described last year’s sampling effort — roughly 450 deer tested — and urged hunters willing to submit samples to use check stations, CDFW offices or participating meat processors. “We still only have 4 detections of chronic wasting disease in California, all in the same locations of those initial 2 in Inyo and Madera Counties,” White said.

Nevada County Fish and Wildlife Commissioner Jim Dill added local context, saying the Truckee-area deer population appears lower than in past years and noting proposed hunting-zone adjustments and discussion of an antlerless hunt to address population imbalances. He also warned of poaching activity in lower-elevation areas of Nevada County and said county wardens use decoys as an enforcement tool — a tactic the local propagation fund helps finance.

The issue matters because higher bear densities increase human–bear interactions, property damage and the workload for wildlife managers. Carly White, unit wildlife biologist for Placer and Nevada counties with the California Department of Fish and Wildlife (CDFW), said the Tahoe Basin is among the densest black-bear areas in the species’ range and described new mitigation tools being deployed.

“Human bear interaction has increased significantly in the last, 5 years or so,” White said, and noted state and local agencies now have a full-time Tahoe bear biologist assigned to outreach and conflict response. White described CDFW’s new EMAT lending program, which uses temporary electric mats intended to give bears an unpleasant but nonpermanent shock to discourage entry into doorways, windows or crawl spaces. “We have about 20 mats that are available for lending, statewide,” she said, adding most are currently used in the Tahoe Basin.

Both Lane and Dill described limited, targeted use of dogs by agencies for hazing or research; they distinguished that use from proposals allowing private hunters to use dogs to pursue bears. Dill acknowledged that lethal hunting remains one of the population-control options under discussion and said opinions differ about whether allowing private hunters to use dogs would be an effective or acceptable tool.

CDFW and local partners also pointed to Tahoe-area coordination through the Tahoe Interagency Bear Team (TIBT) and national programs such as BearWise for consistent outreach materials. White said the TIBT and CDFW will continue manager meetings, public outreach events and coordinated press releases.
