California Board updates nurse practitioner preceptor requirements for out-of-state students

A significant change is on the horizon for nurse practitioner (NP) education in California, as the Board of Registered Nursing's Nurse Practitioner Advisory Committee has proposed new regulations aimed at easing preceptor licensing requirements. During the March 18 meeting, committee members discussed the need to remove barriers that previously mandated out-of-state preceptors to hold California licenses, a requirement deemed unnecessary and burdensome.

The proposed changes will allow NP students in California to complete their clinical hours with preceptors licensed in their home states, rather than requiring them to obtain a California license. This adjustment is expected to enhance the accessibility of clinical training for students, particularly those enrolled in online programs, and to prevent further academic institutions from leaving California due to stringent licensing requirements.

Committee member Blair highlighted that the previous regulations had led to the departure of several nursing programs from California, limiting educational opportunities for students. The proposed text is currently open for public comment until April 28, allowing stakeholders to provide input on the changes.

The committee emphasized that these updates are designed to support a more hybrid learning environment without compromising public safety. The next steps involve reviewing public comments and potentially refining the proposed regulations based on feedback received.
