Lake Elsinore Planning Commission approves Natural Foot Spa massage establishment permit

The City of Lake Elsinore's Planning Commission convened on March 18, 2025, to discuss a significant planning application for a new massage establishment, Natural Foot Spa. The public hearing focused on planning application number 2024-16, which seeks a conditional use permit for a 1,117 square foot facility located within an existing commercial center at 31736 Mission Trail.

Assistant Planner Jess Rodriguez presented the proposal, detailing that the Natural Foot Spa will occupy Unit A of the shopping center, which also houses other businesses such as Vero's Mexican Food and Master Tires. The project involves only interior improvements to create five massage rooms, including three single rooms, one couple's room, and one foot massage room. The establishment will offer a variety of therapeutic services, accommodating both walk-in clients and appointments.

Rodriguez confirmed that the project aligns with the city’s general plan and municipal code, falling under the commercial mixed-use zoning designation. It is also exempt from the California Environmental Quality Act due to its location within an already developed area.

The Planning Commission unanimously supported the staff's recommendation to adopt a resolution approving the conditional use permit for the Natural Foot Spa. The meeting concluded with expressions of gratitude towards the applicant for choosing Lake Elsinore as their business location, highlighting the positive impact of new businesses on the community.
