The proposal seeks a special use permit to subdivide the building into two large retail spaces, one of which is set to be occupied by Ace Pickleball, a known tenant.
The special use permit is necessary due to the city's big box ordinance, which requires developments with tenant spaces larger than 32,000 square feet to undergo this additional approval process. This ordinance applies to both new developments and existing buildings that have been vacant for two years or more. The Kmart building has been empty for five years, making this proposal particularly relevant to the community.
City staff expressed confidence that the proposal meets the necessary criteria for approval, noting that the existing structure will not be modified and that the parking layout will remain unchanged. A traffic study included in the proposal indicated that the project would not worsen traffic conditions at local intersections, maintaining a level of service that meets city standards.
The Planning Commission previously held a public hearing on October 28, where they unanimously recommended approval of the request without any conditions. The council meeting provided an opportunity for the applicant, represented by Kimco Realty, to present their plans and engage with city officials.
