Citrus County considers new 156-unit affordable housing development on Suncoast Parkway

During the Citrus County Board of County Commissioners meeting on December 10, 2024, a significant proposal for a new multi-family development was discussed, highlighting the ongoing challenges of housing affordability and environmental concerns in the region. The proposed project, identified as PUD 2646, aims to establish a planned unit development on Suncoast Road, featuring 156 apartment units, with a commitment to allocate one-third of these as affordable housing.

The presentation by Todd Pressman, representing the applicant, emphasized the project's alignment with the county's medium density residential zoning and its potential to enhance community amenities, including a dog park, gym, and pickleball courts. Pressman noted that the development would incorporate scenic wetland areas and pathways, aiming to create a desirable living environment while addressing the pressing need for affordable housing in Citrus County.

However, the proposal faced scrutiny from both county staff and local residents. Joe Hockadel, a principal planner, pointed out that the development is located in a coastal high hazard area, raising concerns about evacuation times during emergencies. Although a study indicated only a slight increase in evacuation time—less than four minutes—staff recommended denial of the application due to its potential impact on safety and compliance with the county's comprehensive plan.

Public comments during the meeting reflected deep community concerns regarding flooding and traffic. Several residents voiced apprehensions about existing drainage issues in the area, fearing that the new development could exacerbate flooding conditions. They highlighted the inadequacy of current infrastructure to handle increased traffic, particularly at the sole exit onto US 19, which is already a challenge during peak evacuation times.

The discussions underscored a critical intersection of housing development and environmental management in Citrus County. As the board considers the proposal, the balance between providing affordable housing and ensuring community safety and environmental sustainability remains a pivotal issue. The board is expected to deliberate further on the application, weighing the benefits of increased housing against the potential risks highlighted by both staff and community members.
