Flagler County is taking significant steps to enhance its stormwater management and infrastructure following a recent workshop held by the County Commission on March 4, 2024. The meeting focused on critical issues such as flood assessment, water quality, and resilience, which are essential for the county's response to stormwater challenges.

A key outcome of the workshop was the recommendation for capital improvement projects aimed at improving stormwater conditions across the county. These projects are expected to address both current needs and future challenges, with a focus on securing funding through various channels.

County officials highlighted the importance of maintaining stormwater infrastructure, which includes drainage systems, canals, and storm sewers. Currently, the county employs a reactive maintenance approach, responding to issues as they arise. However, the goal is to transition to a more proactive strategy that anticipates problems before they escalate, thereby reducing costs and enhancing safety.

To achieve this, the workshop proposed a gap analysis to identify the resources needed for a more effective operation and maintenance (O&M) program. This analysis suggests that an additional three staff members dedicated to stormwater management, along with more equipment, would be necessary. The estimated cost for these enhancements is approximately $1.2 million annually, bringing the total stormwater budget to around $2.3 million.

Furthermore, the county is preparing to comply with the National Pollutant Discharge Elimination System (NPDES) permit, which mandates specific inspection and maintenance frequencies. This compliance will require a more organized approach to stormwater management, including the establishment of a dedicated budget line for stormwater activities.

The proposed changes aim to implement a five-year recurring maintenance schedule for all drainage infrastructure, ensuring that every inlet, canal, and drainage ditch is inspected regularly. This proactive approach is expected to significantly improve the county's stormwater management capabilities and enhance community resilience against flooding.
