A significant expansion of the Syracuse Rescue Mission is on the horizon, as plans for a new facility adjacent to the existing building at 155 Gifford Street were discussed during the Board of Zoning Appeals meeting on March 20, 2025. The proposed 45,000-square-foot structure aims to enhance community services while addressing local needs for retail and storage.
The new facility will feature a boutique store, Thrifty Shopper, on the first floor, alongside additional retail spaces. This development is designed to promote pedestrian activity and improve the streetscape along West Onondaga and Seymour Streets, aligning with the city’s goals for a vibrant, transit-friendly environment.

The developers argue that the height is necessary for operational efficiency, particularly for storage purposes, while the use of opaque glass on the first floor is intended to enhance security and reduce vandalism.
Board members expressed strong support for the project, highlighting its potential to revitalize the neighborhood and attract more visitors. They noted that the design aligns with the community's character and will serve as a positive addition to the area. The board is currently reviewing the environmental impact of the project, which has been classified as an unlisted action requiring further assessment.
As discussions continue, the Rescue Mission's expansion is poised to not only improve local services but also contribute to the overall aesthetic and functionality of the neighborhood, marking a significant step forward in Syracuse's urban development efforts.
