San Jose City Council evaluates launch of municipal utility San Jose Power

San Jose is taking a bold step towards energy independence with the exploration of its own municipal electric utility, tentatively named San Jose Power. During a recent City Council special meeting, officials outlined plans to potentially launch this utility, which aims to provide competitive electricity rates and enhance energy resilience in the region.

The initiative comes as the city prepares for the construction of new transmission lines by LS Power, expected to significantly boost capacity in the area over the next three to five years. These lines will be built regardless of the outcome of San Jose's partnership with PG&E, emphasizing the city's commitment to exploring its own energy solutions.

City staff presented a detailed analysis focusing on serving specific areas, particularly North San Jose and downtown, with a capacity of up to 500 megawatts. The goal is to create a business case that not only delivers timely power but also fosters economic growth. To this end, the city engaged three consultants to assess various aspects of the utility's feasibility, including financial modeling, staffing needs, and technical requirements.

The financial analysis revealed promising potential savings for customers. Depending on regulatory conditions, the new utility could offer rates 14% to 27% lower than those of PG&E, translating to annual savings of $16 to $34 million for a typical data center in the region. This cost advantage is crucial as the city aims to attract new businesses and support existing ones.

The ideal service area has been identified as North San Jose, which is strategically located near the new transmission lines and has ample land for development. This area is already designated for manufacturing and data centers, making it a prime candidate for the new utility's initial rollout.

However, launching San Jose Power will require significant effort from city administration, including the recruitment of skilled personnel and the establishment of necessary infrastructure. The city is optimistic that by leveraging private developers to finance the initial build-out, it can minimize financial risks and ensure a successful launch.
