Mercer Island Council outlines new parking regulations for town center at former Tully site

Mercer Island City Council has taken significant steps towards improving parking regulations in the town center during their recent hybrid meeting on March 18, 2025. The council discussed the implementation of a new parking system aimed at enhancing accessibility and efficiency for both residents and visitors.

The proposed changes include a two-hour free parking policy, with the option to extend parking for a fee, at both on-street locations and the newly developed parking area at the former Tully site. This new parking area, which is expected to provide 33 spaces, is currently under construction and is anticipated to be completed by July 2025. The council is considering a rate of $2.50 per hour for extended parking, with a maximum daily charge of $12.50 for longer stays.

City staff highlighted the need for updated regulations to manage the increased demand for parking, particularly with the anticipated opening of a light rail station on the island later this year. Historical data suggests that the park-and-ride facilities could reach full capacity on weekdays, making effective parking management crucial for local businesses and commuters alike.

The council also discussed the inefficiencies of the current manual parking enforcement system, which relies on police support officers chalking tires. The new approach would utilize a mobile application, ParkMobile, to streamline parking registration and enforcement, allowing for a more efficient and responsive system.

Implementation of the new parking regulations is expected to take at least four months, with staff planning a comprehensive outreach campaign to educate the community about the changes. This campaign will include updates through various channels, including social media and local events.

The council is seeking confirmation on the proposed parking system and will return with an ordinance to formalize these changes in the coming months. The revenue generated from the parking program will initially support enforcement and signage, with any excess funds directed to the city's general fund for future appropriations.
