Elford construction reports $22M invoiced for $59M project completion

The Gahanna City Council held a special meeting on February 10, 2025, focusing on the progress and financial aspects of the ongoing construction project with Elford, Inc. The meeting provided an update on the construction contracts, specifically General Management Plan (GMP) 1 and GMP 2, which together total approximately $59 million.

During the meeting, officials reported that about $22 million, or 37% of the total contract, has been invoiced to date. This amount reflects labor costs and materials that have been delivered and stored on-site. The council discussed budgeted allowances and contingencies, which are set aside for anticipated expenses that may arise during construction.

One significant point raised was the need for additional demolition work due to unexpected conditions discovered during the project. For instance, the discovery of an old layer of tile beneath the carpet required further demolition, which was covered by the project’s allowances. The total allowances included in the contract amount to approximately $1.1 million, which is already accounted for in the overall budget and does not increase the project's cost.

The council also highlighted the importance of contingency funds, which are designated for unforeseen changes during construction. Two types of contingencies were discussed: owner’s contingency and contractor’s contingency. An example provided was the modification of cable trays in the fitness room, which were upgraded from wire racks to solid steel for security reasons.
