Rio Rancho proposes R4 zoning change to meet housing demand in Tampico area

A proposed zoning change in Rio Rancho is sparking debate as developers push for residential expansion in an area previously designated for commercial use. During the Planning and Zoning Board meeting on March 25, 2025, representatives argued that shifting the zoning to R4 Residential is essential to meet the growing housing demand in the community.

The developers highlighted that the original Tampico North Pacific Area Plan, adopted in 2002, aimed to support commercial development, but the area has seen little retail growth. Instead, commercial activity has shifted north, making the current zoning ineffective. They emphasized that rezoning would create a logical transition between existing residential areas and future commercial developments along Bridal and New Mexico 528.

"This request benefits the community," a representative stated, underscoring the need for diverse housing options. They argued that the project aligns with market trends and supports balanced growth, allowing for retail at key locations while promoting responsible residential expansion.

However, the staff's recommendation for denial raised eyebrows. Concerns were voiced regarding the absence of a master plan accompanying the request, which the developers deemed overly burdensome at this stage. They asserted that their proposal complies with the comprehensive plan and demonstrated that the existing zoning is inappropriate for the area.
