LILAC 19 LLC seeks permit for Chick-fil-A drive-thru at Springs Shopping Center

In the heart of Palm Springs, the Planning Commission convened on March 25, 2025, to discuss a significant redevelopment project that could reshape the Springs Shopping Center. The focus of the meeting was a request from LILAC 19 LLC for a conditional use permit to transform Building I into a new quick-service restaurant, complete with a drive-through.

The proposal, which had previously garnered approval in December 2024, aims to demolish the existing structure and replace it with a modern 5,707 square foot restaurant featuring 78 indoor seats and 24 outdoor seats, alongside three drive-through lanes capable of accommodating up to 49 vehicles. This ambitious project is set to be located at 5200 East Ramon Road, within a zone designated for commercial use.

City staff reported that the project had been thoroughly vetted, with notifications sent to nearby property owners and announcements made in local media to ensure community awareness. The Planning Commission's role today was to review the conditional use permit, which, if approved, would lead to further scrutiny by the Architecture Review Committee.

As the discussion unfolded, the commission revisited previous concerns regarding traffic flow and pedestrian safety within the shopping center. Notably, the applicant had engaged an engineer to conduct a traffic study, which revealed a projected decrease in daily trips to the shopping center—from 16,531 to 15,690—following the restaurant's construction. This reduction of 640 trips was seen as a positive outcome, alleviating some traffic concerns.

However, the commission remained cautious about pedestrian crossings, particularly those leading into the drive-through area. Despite suggestions for potential changes, the applicant maintained that the current layout was optimal for safety and accessibility.
