City Council approves replacement of Gypsy Hill Pool House amid structural concerns

The Staunton City Council held a work session and regular meeting on March 27, 2025, where key discussions focused on infrastructure improvements and funding allocations for local projects.

One of the primary topics was the ongoing structural evaluation of the tunnel by Wiley Wilson, funded through American Rescue Plan Act (ARPA) funds. The evaluation revealed significant structural integrity issues, leading to the temporary closure of part of the wharf parking lot. The council acknowledged that the costs associated with necessary repairs remain uncertain.

Another major discussion centered on the Gypsy Hill Park pool house. The council decided to replace the aging structure, which dates back to 1958, after discovering it also requires substantial structural repairs. The current construction budget for the new pool house is set at $2.5 million, with 67% of the funding coming from interest earned on Capital Improvement Program (CIP) and ARPA funds. The new design will feature two buildings with unisex bathrooms for improved accessibility and privacy, as well as a covered concession area and an outdoor shower.

The council also addressed the Edgewood sidewalk project, which has seen a dramatic increase in estimated costs from nearly $1.1 million to between $4 million and $4.7 million. In response, the council voted to cancel two other projects on Augusta Street and redirect those funds to the Edgewood project. The remaining shortfall will be covered by the sidewalk reserve already allocated in the CIP.

During the meeting, council members expressed interest in maximizing the utility of the new pool house, suggesting that it could be designed for year-round use. However, budget constraints have limited some features, such as all-season bathrooms, which would have significantly increased costs.
