Hathcock said the Pinon Hills intersection project is the largest current road project, listed at $4,044,200 and reported as about 59% complete with a contract deadline in February next year. He said the remaining major work there is paving and installation of mast-arm traffic signals. “That’s about a $4,044,200 project. It’s about 59% complete. Other street projects include a drainage and mill-and-inlay work on Hood Mesa Trail (roughly $100,000 for drainage, $180,000 for milling), phase 3 of the Foothills project (about $3,300,000), West Main/Broadway resurfacing (about $2,300,000), and phase 2 of San Juan Boulevard (about $1,000,000, starting in June). Hathcock also discussed multi-stage work on 30th Street, where paving is scheduled to begin July 7 for the first segment; he said water-line replacements are being coordinated with paving work when possible.

Hathcock described water-system investments including the iHydrant telemetry project (approximately $1,300,000) that retrofitted 77 hydrants and will replace about 67 additional hydrants that could not be retrofitted. On the city’s lead-and-copper inventory, Hathcock reported, “Great news that we haven't found any lead,” and said the inventory had identified galvanized service lines that staff plan to replace over time. He estimated the polyline (service-line replacement) program covers roughly 1,200 services so far.

Hathcock outlined plans for a new chemical building at the water treatment plant (estimated around $5,000,000, to be bid later this year), a dam-raise study about 50% complete, and a Water Trust Board grant application of about $8,700,000 for the La Plata waterline project to replace older 6- and 8-inch lines with a larger PVC transmission line.

Operations and system-maintenance projects included a valve repair/replace program (about $975,000 to repair or replace roughly 88 valves) and ongoing manhole replacements and spot sanitary sewer repairs; Hathcock said the city is budgeting about $1,000,000 per year for manhole work and considering $3.5 million per year for larger manhole-to-manhole replacement projects.

Councilors asked scheduling and traffic-control questions, including whether temporary lane reductions will be timed to minimize impacts, and whether water-line work is coordinated ahead of final paving; Hathcock said coordination with the paving schedule is his goal and that arterial streets receive special planning. The museum and Visit Farmington said the exhibit will occupy the smaller of the center’s two galleries — about 5,000 square feet — and will combine geology and natural history with cultural and economic history. “We serve so many school children in the entire Four Corners region,” Chapman said, describing the exhibition’s educational purpose and noting the project will include an interpretive plan to steer visitors to other nearby sites.

Stinson said the exhibit is meant to act as a tourism driver and an in-town gateway to sites such as the Bisti Badlands and Chaco Canyon. “Our main goal was to create something that truly is a tourism driver,” Stinson said, adding that the display should also give residents “a place of pride.”

Visit Farmington’s board has committed $150,000 to the project; the city previously approved $70,000 in CTED funding, leaving an initial funding pool the presenters said they will use to hire a design firm. Chapman said the city currently has a request for qualifications/proposals (RFQP) posted to select a design firm to develop the exhibition and the interpretive plan.

Councilors asked whether the exhibit will be static or refreshed over time and whether components could be used at other local venues such as the public library or the children’s museum. Chapman and Stinson said the design firm will advise on options for long-term, revitalizable components and on distributing parts of the story beyond the gallery to other community sites.

Chapman and Stinson said the exhibit will lead with the Bisti Badlands’ geology and natural history, then address cultural history, industry and outdoor recreation, and will include interactive elements to engage both visitors and local school groups. They said the museum and Visit Farmington plan to return to council at the end of the month with a recommendation to award the design contract based on the RFQP responses.
