The City of Gardner is set to implement significant changes to its animal services following a recent council meeting on November 4, 2024. The council discussed a new partnership with Always and Forever Pet Rescue, a managed intake shelter, after receiving no bids for their Request for Proposals (RFP) for animal services.
Currently, Gardner's animal services contract includes 10 dog kennels and 14 cat kennels, with costs projected to rise to approximately $190,000 in 2025. In light of this, the city sought alternative solutions and found that partnering with Always and Forever would provide a more sustainable approach. This partnership will allow Gardner to manage animal intake more effectively while reducing costs, with an estimated expense of $37,380 based on 2023 intake statistics.
The new arrangement will require animals to be held for a mandatory three-day stray hold, during which they will be cared for at the Always and Forever facility, located about 40 minutes from Gardner. The city will incur a daily fee of $35 per animal, which includes necessary vaccinations and spay/neuter services. If an animal is not claimed by its owner, it will be transferred to the rescue program.
In addition to the partnership, the council proposed changes to after-hours animal intake procedures. Starting January 1, 2025, the city will limit after-hours intake to only injured animals or those involved in bite incidents. This decision aims to streamline operations and ensure that special services officers remain available for emergency calls.
These changes reflect Gardner's commitment to improving animal welfare while managing resources effectively. The council's proactive approach is expected to enhance the community's animal services and ensure better outcomes for stray animals in the city.
