Arizona legislature approves $49M Riggs Road overpass funding for State Route 347 safety

In a recent meeting of the Arizona House Appropriations Committee, lawmakers discussed critical funding for transportation infrastructure, specifically focusing on the Riggs Road overpass project at State Route 347. The proposed changes to the fiscal year 2025 budget aim to expedite the construction of this much-needed overpass, which addresses safety concerns at one of the state's most dangerous intersections.

The original budget allocated $49 million from the state general fund for the project in fiscal year 2028. However, Senate Bill 1617 seeks to move this funding up to fiscal year 2026. An amendment proposed by Senator TJ Shope, which was supported by committee members, restores the original timeline while adding an additional $12.3 million for right-of-way acquisition and utility relocation in fiscal year 2026. Furthermore, it allocates $21.1 million for construction in fiscal year 2027, ensuring that all funds will be available to the Arizona Department of Transportation (ADOT) by the first quarter of fiscal year 2028.

Senator Shope emphasized the urgency of the project, noting that State Route 347 is the second deadliest highway in the Western United States. The Riggs Road interchange is expected to significantly improve safety at this intersection, which currently sees around 58,000 vehicles daily and has been the site of numerous accidents, including fatalities. The intersection ranks as the fourth most dangerous controlled intersection in Arizona, with a concerning rate of injuries and accidents.

Katie Proctor, a representative from the city of Maricopa, echoed these sentiments, highlighting the intersection's critical role for residents commuting to the Phoenix Metro area. With 76% of Maricopa's residents traveling into the metro region daily, the safety of this route is paramount.

The discussions during the meeting reflect a broader commitment to addressing transportation safety and infrastructure needs in Arizona. As lawmakers continue to prioritize funding for projects that enhance public safety and economic growth, the Riggs Road overpass project stands out as a vital initiative aimed at reducing traffic-related incidents and improving the overall quality of life for residents.
