Justin Mast seeks approval for new commercial storage facility near Cody

The Park County Board of County Commissioners convened on April 1, 2025, to discuss a significant proposal for a commercial storage facility submitted by Justin and Tiffany Mast. The proposed facility will consist of a total of 24,200 square feet of storage space, including an existing 5,200 square foot pole barn and five newly constructed buildings, which will house approximately 60 storage units.

The property, located approximately 1,800 feet east of Cody along Highway 120 South, is zoned for commercial use under a Planned Unit Development (PUD) agreement established in 1995 and revised in 2003. The recent amendment in December 2024 allows for the construction of earth-toned metal-sided buildings on the site.

During the meeting, various agencies provided feedback on the proposal. The Park County Treasurer confirmed that property taxes are up to date, while the Game and Fish Department reported no concerns regarding terrestrial wildlife. The State Fire Marshal emphasized the need for fire apparatus access within 150 feet of all buildings. Additionally, the Park County Public Works Department noted that the applicant must consult with the Wyoming Department of Transportation (YDOT) to ensure that the access road, Ginger Lane, can accommodate the expected increase in traffic.

Concerns were raised by neighboring landowners regarding maintenance and snow removal on Ginger Lane, which is a private roadway. In response, the applicant has submitted a road maintenance agreement signed by all landowners on Ginger Lane. The Planning and Zoning Commission reviewed the site plan and recommended approval with conditions, finding that the proposal aligns with site plan standards.

The development will not require any expansion of water or sewage systems, and on-site waste management will be handled by a local refuse company. The facility will also adhere to strict regulations prohibiting the storage of hazardous materials.

The commissioners' approval of this project marks a significant step in expanding commercial services in Park County, reflecting the area's growth and development needs. The next steps will involve the applicant submitting necessary permit applications and ensuring compliance with all local regulations.
