The City of West Covina is making strides in improving its street sweeping program, as discussed in the recent City Council meeting on April 1, 2025. The council received an update on the installation of new street sweeping signage, a project aimed at enhancing the effectiveness of the city’s weekly street cleaning efforts.
Robert Ortega, the city’s CIP project manager, presented the details of the signage project, which stemmed from community feedback gathered during several meetings last year. The council approved a citywide weekly street sweeping program in December 2023, and the project was awarded to Square Signs LLC in October 2024. Installation began in February 2025, with a total of 5,191 signs ordered to guide residents on parking restrictions during sweeping days.

Many residents have reported confusion over the new signage, particularly in areas where parking is restricted on both sides of the street. Council members emphasized the need for clear communication and effective enforcement to ensure residents understand when they need to move their vehicles to avoid citations.
Public safety officials are set to begin a warning notice campaign once all signs are installed and old signage is removed. This campaign will inform residents of the new regulations before citations are issued, which is expected to start about 30 days after the notices are distributed.
The council also discussed the challenges of accommodating neighborhoods with limited parking options, particularly those without driveways. Members urged staff to consider these factors when finalizing the street sweeping schedule and sign placements. The goal is to balance the need for clean streets with the practicalities of residents’ parking situations.
As the city transitions to this new system, council members are optimistic that with proper implementation and community cooperation, the weekly street sweeping program will lead to cleaner streets and a more organized parking environment. The council plans to continue monitoring the situation and make adjustments as necessary to address residents' concerns.
