Oxnard Planning Commission reviews new specific plan for development near airport

The Oxnard City Council meeting on April 15, 2025, focused on the Teal Club Specific Plan, which aims to guide future development in the area adjacent to Oxnard Airport. The proposed project site is primarily farmland located north of the airport, bordered by Ventura Road to the west, Patterson Road to the east, and Doris Avenue to the south.

The specific plan is designed to amend the existing land use designations to align with the new development goals. While the overall designations will remain unchanged, their configuration on the general plan map will be updated. Notably, the land south of Teal Club Road will retain its airport-compatible designation.

The project has a long history, with various iterations submitted since February 2005. The current proposal was revised during the environmental review process and was presented to the planning commission in November 2024. A key component of the plan includes the annexation of approximately 143 acres of the project site into the city, which is necessary for future development. This annexation will also extend city utilities, including water services, to the area.

The specific plan area will be zoned specifically for the proposed development, while parcels south of Teal Club Road will be designated as light industrial. Existing residential uses in the area will continue as nonconforming uses.

The council's discussions highlighted the importance of this plan in shaping the future of the Teal Club area, ensuring that development aligns with community needs and infrastructure capabilities. The next steps will involve further reviews and community engagement as the project moves forward.
