Toledo unveils action plan to eliminate housing discrimination barriers

Toledo is set to enhance fair housing opportunities following a recent government meeting focused on the 2025-2029 Five-Year Consolidated Plan. City officials discussed the importance of addressing barriers to fair housing choice, emphasizing the need for residents to access communities that meet their needs and provide essential resources.

The meeting highlighted the completion of an Analysis of Impediments report, which draws on extensive community outreach, including focus groups and surveys conducted at local libraries. This report, available on the city’s website, reviews historical and demographic trends using census data and additional studies from Bowling Green State University. It aims to identify and address barriers that have historically affected protected classes in the community.

Among the key findings, officials noted significant progress made since the last analysis five years ago, with Toledo City Council actively working on issues identified in previous reports. The current plan outlines 14 specific barrier areas, each accompanied by an action plan to alleviate these challenges.

One major focus is on criminal history screening practices that disproportionately affect Black and Latino residents. The city plans to leverage a new program allowing individuals with criminal histories to obtain certificates qualifying them for housing, thereby reducing discrimination based on past offenses. This initiative aims to encourage housing providers to consider applicants more fairly and mitigate the risks associated with past criminal conduct.

Additionally, access to homeownership was identified as a critical component of fair housing choice. The city is committed to exploring various strategies to improve homeownership opportunities for residents, further supporting the goal of equitable housing access.
