California Department of Technology seeks $972K to expand digital ID program and security

In a recent meeting of the California Senate Budget and Fiscal Review Subcommittee No. 4, discussions centered around the California Department of Technology's (CDT) budget proposals, particularly focusing on the state's digital identification program. Myles Burnett, the chief administrative officer of CDT, presented a budget change proposal (BCP) requesting $972,000 for the fiscal year 2025-2026 and $472,000 for the following years. This funding aims to support the ongoing development and expansion of the digital ID program, which was initially launched in 2021 to provide a secure and privacy-focused method for Californians to authenticate their identities when accessing state services.

The digital ID program is designed to connect service providers with identity verification systems, such as login.gov, which allows users to access multiple federal services with a single account. Burnett emphasized that the program not only aims to streamline access to services but also to bolster cybersecurity measures, particularly through the Office of Information Security's virtual chief information security officer program.

However, the proposal sparked significant concern among committee members regarding the protection of sensitive personal information, especially for vulnerable communities. Senator Smallwood-Cuevas raised alarms about the potential risks for undocumented individuals, questioning how securely personal data would be safeguarded against misuse by federal authorities. In response, Jonathan Parat, the state's chief technology officer, assured the committee that stringent privacy measures are in place. He explained that personal data shared through the digital ID system is limited to what users consent to share, and sensitive information is not stored long-term.

The conversation also touched on the importance of accessibility, particularly for non-English speakers and those with limited digital skills. Parat noted that the digital ID services are primarily available in English and Spanish, with efforts to accommodate other languages as needed. He highlighted that once users register, they can access services without needing to log in repeatedly, simplifying the process for those who may struggle with technology.

Senator Nenilo pointed out the need for fiscal prudence, especially with the state facing a budget shortfall of $20 to $30 billion in the coming years.
