Excelsior Springs officials oppose first Clay County solar farm proposal

Concerns over a proposed solar farm dominated the Clay County Planning & Zoning Commission meeting on April 1, 2025, as local residents voiced strong opposition to the project. CJ Minton, a neighboring landowner, expressed his disapproval, stating, "I'm against the project. I hope that you all deny it." Minton emphasized the potential negative effects on local wildlife and his desire for an unobstructed view from his future home, rather than solar panels.

Mallory Brown, representing the city of Excelsior Springs, raised critical points about the implications of the solar farm on future city planning. She noted that the project would hinder the city’s ability to annex land for utility expansion, which is vital for residents lacking access to water. Brown also highlighted concerns about emergency response, stating that the local fire department is untrained for solar facility incidents, which could pose risks to surrounding properties.

Steven Spear, another local resident, echoed these concerns, questioning the project's impact on property values and the reliance on studies funded by the developers. He pointed out that this would be the first solar farm application in Clay County, leaving many uncertainties about its effects.
