Joanne Marie Andrade, a city planner, presented the proposal, emphasizing its alignment with the city’s strategic goals to enhance community quality of life through improved customer experiences. The site is designated as auto-oriented commercial on the future land use map, supporting vehicle-related sales and services. Andrade noted that the proposed store would occupy 8,400 square feet, feature a building height of 19 feet, and operate daily from 8 AM to 6 PM.

Access to the site will be facilitated through three existing driveways, providing ample parking with a total of 48 spaces, including two ADA-compliant spots. Additionally, a shared parking agreement allows for a total of 199 spaces.
Environmental assessments indicated no significant constraints, as the site is not located within a floodplain or drainage protection zone, and existing utilities are adequate to support the new business without requiring extensions.
A neighborhood discussion was held prior to the meeting, with notifications sent to nearby property owners. The public hearing was advertised in the local newspaper, and one resident expressed support for the project. Based on the proposal's compliance with the comprehensive master plan and zoning requirements, city staff recommended that the commission approve the special use permit for the auto parts store.
