Human Resources Director Lisa Allison announced the successful implementation of the public safety step plan, which has positively impacted over 900 sworn employees, resulting in a total of $4,000,355 in salary increases. The average raise for these public safety officers, including police, fire, and sheriff personnel, was reported at 8.5%. This phase two implementation affected 2,000 non-sworn employees, transitioning them to a broadband pay scale designed to better align salaries with market rates. The adjustments resulted in an additional $2,055,000 in salary increases, with an average raise of 7.5% for those adjusted to the new minimums.
The council also highlighted a proposed 3% general wage increase for eligible non-sworn employees, building on a cumulative 16% increase over the past three years. Furthermore, the introduction of the "breakthrough bonus program" aims to address staffing shortages for positions requiring Commercial Driver's Licenses (CDLs), successfully attracting over 50 new hires since its inception.
Looking ahead, discussions on collective bargaining were initiated, with the city council set to review recommendations from a task force later this year. This could potentially enhance employee input on compensation and benefits, although it may also introduce additional administrative costs.
