Troy City Council approves legislation for Strawberry Festival and sidewalk repair program

The Troy City Council convened on April 7, 2025, to address several key agenda items, including infrastructure improvements, community events, and legislative updates. The meeting began with the Law and Ordinance Committee's recommendation to prepare legislation supporting the renewal of the State Capital Improvement Program. Additionally, the Recreation and Parks Committee proposed legislation for the purchase of a parcel at 330 South Crawford Street, which was subsequently adopted.

The Council also reviewed the schematics for the Downtown Safety Streetscape and Utilities Improvement Project. Resolution R142025, supporting the state-issued renewal, received its first reading and was adopted, alongside Ordinance O52025 for the property purchase at 330 Crawford Street.

In community reports, Missus Marshall highlighted the upcoming 2025 Troy Strawberry Festival, scheduled for June 7 and 8, which will take place in downtown and levee areas. The Finance Committee reported on the Tax Incentive Review Council's findings regarding the compliance status of various agreements. They recommended continuing four enterprise zone agreements while terminating one due to noncompliance. Additionally, they discussed an application for the Employee Creation Incentive Program related to Project Sturgeon, which is expected to create 166 new jobs and generate significant payroll.

The Law and Ordinance Committee proposed amendments to the fee schedule and public records policy, aligning with recent state law changes. They also recommended accepting easements related to the Hook Elementary School site.

The Personnel Committee addressed the need for an additional project manager position due to an increase in scheduled projects, recommending emergency legislation to expedite recruitment.

Lastly, the Recreation and Parks Committee discussed the final authorization of a design-build contract for the park maintenance building project, with a total project cost not to exceed $1.825 million. The Streets and Sidewalks Committee recommended legislation for the 2024 Sidewalk Repair Program, aiming to address safety concerns with existing sidewalks.
