Personnel, hires and salary board actions
Human Resources Director Michelle Snavely read a list of resignations, terminations and retirements and the board approved the personnel report. Notable entries included resignations in children and youth and corrections, and retirements effective May 17 and May 28 for long-serving employees. The board approved reclassifications and promotions: reclassify one full-time office support position to fiscal technician in a higher grade (94.5% state/federal funded, 5.5% county funded); promotions for staff in children and youth, register of wills, and voter registration; and a temporary schedule change in the treasurer’s office for additional hours over a six- to eight-week period beginning April 7.

The county approved hiring four full-time telecommunicators (Cassandra Giuliani, Amanda Long, Michael Steltz/possibly Stites, and Tina Zelman) at $19.28 per hour, and additional hires for direct-support and other roles. The salary board approved stipend and longevity payments for several employees, including a $1,500 prorated annual interpreter stipend and longevity payments for probation and senior deputy district attorney staff.

Council of MH/ID/EI contracts
Melissa Hart (MH/ID/EI) requested approval of 16 contract amendments for fiscal year 2024–25: seven early intervention, six intellectual disability and three building-maintenance contract amendments totaling $118,785. Riegel said the coroner’s office recorded 30 suicide deaths in 2024, an increase of 10 from the prior year. Of those 30 suicides, the office recorded 19 by gunshot, seven by hanging, three that were drug related and one by carbon monoxide poisoning. The office reported one homicide last year. Total coroner cases were 345, an increase of five; natural deaths were 277 (up 15); accidental deaths numbered 37 (down 13); and drug-related deaths were 19 (down 14). Cremation authorizations totaled 781, a decrease of two from the prior year.

Riegel said the Suicide Prevention Task Force has expanded local outreach. The task force is running a media campaign that includes social media, radio public service announcements, streaming-audio ads on Pandora and Spotify, and a three-month bus promotion focused on crisis intervention in September. The task force also holds hybrid meetings on the fourth Tuesday of each month and is planning a Mental Health Awareness Month festival on Saturday, May 10, from 10 a.m. to 1 p.m. at the CSG parking lot/railhead on Eighth Street. He said any land swap involving Commonwealth-owned property would require additional approvals, possibly including action by the state legislature.

Commissioners and members of the public raised concern about wetlands within the parcel. One commissioner said the wetlands are headwaters of Quitipahilla Creek and stressed the need to protect water resources. Yugely said the purchase price and terms reflect consultation with the county assessment office and that the purchaser would be required to comply with wetlands protections.

Resident Martin Berondek asked whether the development would be limited to a driver testing center; Yugely said the buyer’s stated intent has focused on a driver’s license center but that any future retail or other development would be the purchaser’s decision once title transfers.

A motion to enter the agreement was moved and seconded and carried 2 to 1.

The agreement grants BT Lebanon County an equitable interest for up to two years while it completes state and local approvals; if conditions are not met the purchaser may re-negotiate or forfeit the equitable interest, according to Yugely.
