Jason Leonard presents B3 Improvement District reconstruction project details

The Fargo City Council held an informational meeting on April 8, 2025, to discuss the upcoming Improvement District BR-25-B3 project, which aims to enhance several key roadways in the city. The project will involve a full reconstruction of roads, including significant upgrades to water and sewer systems, and is expected to begin in early June, with completion anticipated by October.

Project Manager Byuk outlined the specifics of the project, which will focus on Ninth Avenue South from E Street to Fifth Street, Seventh Street South from Ninth Avenue to Tenth Avenue, and Sixth Street from Ninth Avenue to Tenth Avenue. The reconstruction will include replacing water mains and services, repairing sanitary sewer lines, and installing new storm sewer systems. Residents can expect temporary water lines to maintain service during construction, and pedestrian access will be preserved on one side of the block at all times.

The project is estimated to cost approximately $2.95 million, with funding coming from various sources, including wastewater and water utilities, special assessments, and sales tax. Special assessments for residents will be capped at $44.17 per front foot for water and sanitary sewer services, while paving assessments for single-family homes will be set at $93.84 per front foot.

City officials emphasized the importance of community involvement during the project, encouraging residents to stay informed and participate in the process. As the city prepares for this significant infrastructure upgrade, the council aims to minimize disruptions and ensure that the improvements will enhance the quality of life for Fargo residents.
