Anna Maude, a preservation consultant and former commission member, and Kerry Wentz, professor of history at Texas Southern University, said local tax credits and neighborhood protections helped rehabilitate downtown and stabilize historic neighborhoods. Emily Ardoin, representing Preservation Houston (formerly the Greater Houston Preservation Alliance), said local designation remains the strongest protection because it allows communities to define what matters to them.
