Leominster's Planning Board has taken significant steps toward the development of a multifamily apartment complex at 435 Lancaster Street, following a public meeting held on April 7, 2025. The proposed project, spearheaded by Gateway Apartments LLC, aims to transform the site into a residential community featuring approximately 300 apartment units distributed across three buildings.
During the meeting, Chris Anderson, representing the development team, outlined the project's scope, which includes the rehabilitation of the existing property, currently used as a contractor's yard and other commercial purposes. The plan involves removing certain structures while preserving the historic mill building, which will house a restaurant and office space.

The project will introduce several new access points to improve traffic flow, including two unsignalized intersections on Elm Hill Avenue and a new connection to Lancaster Street. Traffic studies indicate that the development will generate a manageable increase in vehicle trips, with projections estimating 42 new trips during weekday morning peak hours and 77 during evening peak hours.
The project also addresses environmental concerns with a comprehensive stormwater management system designed to mitigate runoff and improve existing infrastructure. Preliminary soil evaluations have been conducted, confirming that while the soil quality is not ideal, there are no significant contamination issues from previous industrial uses on the site.
The Planning Board has expressed support for the project, emphasizing the importance of community input during the development process. Board members encouraged residents to participate in future meetings to voice their concerns and support.
As the project moves forward, the Planning Board will review the site plan and special permit applications in detail, with a vote expected at the next meeting. This development is poised to enhance housing options in Leominster, contributing to the city's growth and revitalization efforts.
