Amanda Bambrick of the Morningstar Law Group, representing Hill Point LLC, described the application as an early, preliminary step intended to “clean up” a patchwork of future land use classifications and said the applicant plans more outreach before filing a rezoning. Will Rutherford, vice president of development for the applicant, told council the company focuses on market-rate multifamily and said the project is still in early planning; he said staff and the applicant were coordinating technical studies including a traffic impact analysis.

Council members asked about environmental constraints, proposed access points and how the Mixed Use designation would differ from nearby traditional neighborhoods. Council Member Blackburn pressed staff on whether conservation/open space areas might be delineated as wetlands during later reviews; Kelly said environmental details would be examined during the rezoning and development-review process. Council Member Foreman described constituent worries about apartments near single-family neighborhoods and cited concerns that some apartment projects in Greenville had declined in quality over time.
