SmartLink proposes 100 foot monopine tower for better communication coverage at Fry Boulevard

The Sierra Vista City Council meeting on April 10, 2025, focused on a proposal for a new 100-foot communications tower designed to resemble a pine tree, to be located at 999 East Fry Boulevard. The proposal, submitted by SmartLink Real Estate on behalf of AT&T, requires a conditional use permit (CUP) due to the tower's height exceeding 60 feet.

The applicant argued that the new tower is essential for improving coverage in the area, particularly for residences, businesses, and emergency services. Propagation maps presented during the meeting indicated that the tower would eliminate existing coverage gaps, enhancing service for first responders and the community.

To justify the need for the new tower, the applicant provided evidence showing that existing towers could not meet the required coverage due to limitations such as lower heights, lack of capacity for 5G technology, and geographical constraints. Staff requested further information to compare the proposed macro site with smaller micro sites, which are typically used for more localized coverage. The applicant explained that a macro site would better serve the larger geographic area in question.

The design of the proposed monopine tower includes several camouflage features to blend with the environment. These features include proportionate branch lengths, a minimum density of branches, and specific aesthetic guidelines to enhance its appearance.

City staff confirmed that the proposed tower meets all setback requirements outlined in the development code, which mandates that the distance from the property line must be at least 110% of the tower's height. The council will continue to review the proposal and its implications for the community's communication infrastructure.
