Earthcare Solutions to Construct Biosolids Processing Facility in Partnership with Borough

The Hanover Borough Stormwater Authority is set to embark on a transformative project that promises to enhance local environmental management and generate significant revenue for the community. During the recent meeting held on April 8, 2025, officials discussed a partnership with Earthcare Solutions to develop a new facility at the old wastewater treatment plant site. This facility will utilize advanced technology to process biosolids, creating biochar and reducing environmental risks associated with waste disposal.

The project is unique as it leverages the borough's existing water infrastructure to service multiple surrounding communities, allowing access to lower interest financing through state revolving funds. This financial model is expected to yield annual revenue streams of between $500,000 and $1 million for the stormwater authority, which can be reinvested into local green infrastructure programs without imposing new taxes or fees on residents.

Earthcare Solutions will assume full responsibility for the design, construction, and operation of the facility, including securing necessary state permits and insurance. This arrangement minimizes financial risk for the borough, as there are no operational expense responsibilities on their part. The partnership also aims to create approximately 15 new local jobs and reduce disposal costs for biosolids, which have seen significant price increases in recent years.

The facility is designed to process up to 60,000 wet tons of biosolids annually, with potential for expansion based on feedstock availability. It will incorporate systems to manage odors and emissions, ensuring compliance with environmental standards. The project is positioned to not only address current waste management challenges but also to future-proof the borough's infrastructure against rising disposal costs and regulatory changes.

Looking ahead, the timeline for the project includes finalizing design and permitting this summer, with hopes to begin construction by late 2025 and operations by mid-2026.
