During the Planning Commission Public Hearing on April 14, 2025, the focus was on a request to extend the USA boundaries to include a site in the Keystone Odessa area, which has historically maintained a rural character.

Proponents of the expansion argue that the development will adhere to Keystone Odessa standards, preserving the area's rural aesthetic while addressing population growth and infrastructure needs. They emphasized that the site is surrounded on three sides by existing urban development and is strategically located near major roadways, making it suitable for new housing. "The community plan has many provisions to discourage high density and sprawl," she asserted, urging the commission to deny the amendment.

Opponents also pointed to previous legal battles over similar development requests, noting that the courts have upheld the county's decisions to maintain the area's rural character. "The county and the courts have already shown precedent to deny this urban area expansion," said Melissa Nordbeck, reinforcing the community's stance against the proposal.
