Newcastle officials address concerns over unregistered occupants at 1212 North Carr

During the Newcastle City Council meeting on April 14, 2025, significant concerns were raised regarding a residential property at 1212 North Carr Drive, which has been the subject of community complaints. Residents voiced worries about the living conditions at the house, including allegations of underage drinking, trash accumulation, and the presence of raw sewage on the property.

Joe Debo, a local resident, presented letters from other community members detailing these issues. He highlighted that the property lacks legal guardians and that a 19-year-old is reportedly responsible for two minor girls living there. Debo also mentioned that the police had previously responded to the location due to concerns about an underage girl residing there, prompting involvement from the Department of Human Services (DHS).

In response to these concerns, city officials confirmed that they are actively investigating the situation. The police chief has contacted relevant authorities, and a representative from the Department of Environmental Quality (DEQ) has assessed the property, noting the presence of raw sewage. The DEQ has given the property owner a two-week timeframe to address the sewage issue, after which further action may be taken if repairs are not made.

The council assured residents that they are aware of the situation and are taking steps to resolve it. Code enforcement officials have also visited the site to document conditions, although they did not find evidence of trash or other violations during their inspection.

In addition to addressing the concerns about the Carr Drive property, the council approved the consent agenda without any items being removed for individual discussion. They also held a public hearing regarding a planning commission recommendation for a zoning change, indicating ongoing development discussions in the community.
