The meeting began with the approval of the minutes from the November 12 meeting, followed by a motion to pay the bills, which was also unanimously approved. City Manager Amy Leonhardt informed the commission about upcoming strategic planning sessions scheduled for April 2025, emphasizing the importance of participation from both newly elected and current commissioners.

In observance of Thanksgiving, the city will be closed on November 28 and 29, with adjustments to garbage and recycling routes. Leonhardt also announced the Holiday Festival of Lights parade set for December 5, featuring various community activities.

A significant highlight of the meeting was an update from Matt Evans regarding the Eaton Mall redevelopment. Evans announced the completion of asphalt work for the new parking lot and the signing of leases with three retailers: Hobby Lobby, Marshalls, and 5 Below, which are expected to open for the 2025 holiday season. He expressed gratitude for the city’s sales tax abatement program, which facilitated these developments.

The commission also discussed amendments to the city’s code of ordinances, particularly regarding the approval process for agenda items. The proposed changes would allow any commissioner to request an item for the agenda, a shift from the previous requirement of support from two commissioners. This change aims to enhance flexibility in addressing community concerns but raised discussions about the potential for increased workload on city staff.

The commission ultimately voted to approve the amendments with the addition of a requirement for two commissioners to support an agenda item, ensuring a collaborative approach to discussions. The next meeting is scheduled for December 9, with a final meeting for the year on December 19.
