Dubbed "A Home for Every Neighbor," the plan outlines a strategic roadmap designed to increase the availability of affordable housing, enhance overall market affordability, and ultimately end homelessness in Raleigh.
During the April 15, 2025, work session, city officials emphasized the importance of this initiative, which aligns with other major city plans, including the comprehensive plan and the consolidated plan submitted to the federal government. The new housing strategy is built around three key goals: increasing the supply of affordable housing, improving market affordability, and preventing homelessness.

Over the next five years, Raleigh aims to leverage both public and private funds to build more affordable units and rehabilitate current ones.
