Raleigh unveils A Home for Every Neighbor affordable housing initiative

Raleigh City Council has unveiled a comprehensive new initiative aimed at tackling the pressing issues of affordable housing and homelessness in the city. Dubbed "A Home for Every Neighbor," the plan outlines a strategic roadmap designed to increase the availability of affordable housing, enhance overall market affordability, and ultimately end homelessness in Raleigh.

During the April 15, 2025, work session, city officials emphasized the importance of this initiative, which aligns with other major city plans, including the comprehensive plan and the consolidated plan submitted to the federal government. The new housing strategy is built around three key goals: increasing the supply of affordable housing, improving market affordability, and preventing homelessness.

To achieve the first goal, the city plans to focus on funding new construction and preserving existing affordable housing. Over the next five years, Raleigh aims to leverage both public and private funds to build more affordable units and rehabilitate current ones. Additionally, the city is committed to streamlining the development process to expedite the availability of new housing.

The second goal centers on improving overall housing affordability. This includes encouraging mixed-income developments and enhancing financial assistance programs for low-income residents. The city is currently evaluating policies and funding models that incentivize mixed-income housing, which would combine affordable and market-rate units. Plans are also in place to expand financial assistance for first-time homebuyers and low-income homeowners needing repairs.

Lastly, the initiative addresses the critical issue of homelessness. City officials are focusing on proven solutions to prevent and end homelessness, ensuring that all residents have access to safe and affordable housing.
