Boise City Council is preparing for a significant transition in childcare services as state legislation removes local licensing authority, effective July 1, 2025. During a recent work session, Mayor Lauren McLean and Jamie, the city’s childcare program manager, outlined the implications of House Bill 243a, which shifts childcare licensing responsibilities from the city to the state.
The mayor expressed disappointment over the loss of local control, emphasizing the city’s commitment to high-quality childcare over the past 40 years. She highlighted several initiatives that will be affected, including reduced licensing times, provisional licenses for quick openings, and property tax relief for home-based childcare providers. Currently, 92% of eligible providers have applied for the tax rebate, showcasing the city's proactive support for local childcare.

The city has conducted over 500 compliance inspections and processed background checks for more than 2,200 childcare workers, all of which will now fall under state jurisdiction. This shift is expected to increase the workload for state agencies, particularly in fire inspections, as the city’s code compliance team currently handles these tasks.
One of the most significant changes will be the alteration of childcare worker-to-child ratios, which the city has maintained at stricter levels than state standards. The new state regulations will allow for larger groups of children per caregiver, potentially impacting the quality of care. Additionally, the city’s annual background checks for workers will be replaced by a less frequent state requirement, raising concerns about ongoing safety.
The council discussed the potential loss of the property tax rebate program, which may not be salvageable due to the lack of oversight under the new state system. The city is also facing a projected revenue loss of approximately $72,000 as a result of these changes.
To facilitate the transition, the city is implementing a communication plan to keep providers and parents informed. A new website has been launched to provide updates and resources, and direct communication will be sent to childcare providers to ensure they understand the upcoming changes.
