Austin's Audit and Finance Committee meeting on April 16, 2025, highlighted significant improvements in the recruitment and retention strategies of the Austin Police Department (APD). Following a challenging period marked by high attrition rates and recruitment limitations, the department is now experiencing a positive turnaround thanks to a renewed contract that enhances its operational capabilities.
The APD reported a notable decrease in officer separations, with only 40 departures this year compared to an average of 50 annually over the past four years. This improvement is attributed to the recent contract, which has allowed the department to expand its recruitment efforts beyond Texas and streamline its hiring processes. The department's current staffing includes a dedicated recruitment team focused on enhancing the candidate experience and utilizing data-driven strategies to attract qualified applicants.

The APD is also actively working to improve its data tracking methods to better understand the recruitment process and identify areas for improvement. This includes hiring a data analyst to enhance the accuracy of applicant tracking and outcomes.
The committee discussed the challenges faced during a 16 to 17-month period when the APD was out of contract, which severely limited recruitment activities. During this time, cadet classes were paused, and the department could not recruit out of state, leading to a significant backlog of interested candidates. Now, with the contract in place, the APD can conduct multiple hiring cycles and engage with a broader pool of applicants.
Looking ahead, the APD is preparing for upcoming cadet classes, with 51 cadets set to graduate in August and another class starting soon after. The department is committed to maintaining a diverse workforce that reflects the community it serves and is implementing various strategies to ensure candidates remain engaged throughout the hiring process.
The discussions at the meeting underscored the APD's proactive measures to enhance recruitment and retention, which are crucial for maintaining public safety and community trust. As the department continues to refine its processes, it aims to build a stronger, more resilient police force for Austin.
