Justin Gaddy, NCO's Director of Community Wellness, emphasized the program's commitment to fostering self-reliance among individuals and families since its inception in 1968. The BUILD program specifically targets individuals facing barriers to employment, such as homelessness or lack of experience, providing them with a paid four-month training opportunity that combines practical work with classroom instruction.

This statistic far exceeds the typical success rate of similar programs, which averages around 50%. Participants not only gain valuable skills but also receive academic certificates in areas such as first aid and safety, enhancing their employability.
The BUILD program operates two cohorts each year, with an average of 60 applicants per session. After a rigorous selection process, six participants are chosen to undergo approximately 400 hours of paid training. They receive essential tools and gear, ensuring they are job-ready from day one. The program also includes mentorship and coaching, fostering a supportive environment that encourages personal and professional growth.
In addition to construction training, the program collaborates with local educational institutions, such as Mendocino College, to provide further learning opportunities and certifications. Workshops on financial literacy and career development are also integral to the program, preparing participants for successful careers in the trades.
